It would be a disaster. ladies and gentlemen. if the worldwide outcries in which we have been participating were to diminish or regress. Its inevitable result would be to isolate and make most vulnerable those Russian Jews who are now demanding their human rights. Those human rights include free emigration. but emigration from the Soviet Union has entailed many complications and frustrations to which has now been added a ransom of from $5.000 to $37.000 for each Jewish person with a higher education who wants to go to Israel. This new schedule of fees awaits ratification by the Supreme Soviet on September 19. It is right and proper that the Congress should protest this affront against human freedom which is a universal cause.
