Prospective buyers are gathering. In the hall where tt Is to take place. those who are condemned to be sold stand immovable. We all thought this was something from past history. but now the Soviet Government has instituted a new form of indented servitude with fantastically high fees imposed on prospective emigrants. The schedule of fees ranges from $5.000 to $35.000. These rates far exceed the total worth of the potential emigrants property and equal total of earnings over a period of 5 to 8 years. The average monthly income in Russia is approximately $153 U.S. dollars. The Congress in the past has protested the persecution of Soviet citizens.
