Mr. Speaker. it was with a great deal of sadness that I learned of the new Soviet move to Intimidate and persecute some of its Jewish citizens. The headtax on education for Jews trying to immigrate to Israel is a flagrant and malicious violation of the United Nations Declaration of Human Rights. Further. it is an uncivilized attack upon the basic human principles which maintain this tenuous international order. Each nation depends upon the others to conduct itself In such a manner that does not violate or circumvent the primary rules of international behavior. Such a rule is the general understanding that the world will not tolerate another systematic discrimination and persecution of a people because of their religion.
