Mr. Speaker. I rise to join with my distinguished colleagues to express my outrage and shock at the latest attempt by the Soviet Union to deny her Jewish citizens their basic human rights. The sliding scale of exit fees ranging in price from $5.000 to $37.000 apiece which have been imposed on Jewish emigration permits are nothing less than unconscionable ransom fees. As such they represent just one more in a series of insults and repressive actions aimed at the Jewish minority within the Soviet Union. It deserves a clear and immediate response by all free men. Coming on the heels of the Munich tragedy and with the spectacle of the Leningrad show trials still fresh in the memory of world public opinion. this latest form of discrimination is ever more disheartening.
