To give the Soviet Union the "most favored nation" status it would require an amendment to the Trade Expansion Act of 1962. Further. if the Soviets need credit from the Commodity Credit Corporation or ExportImport Bank credits. these. too. would require affirmative congressional action. Thus. the purpose of this colloquy is not simply an expressional of congressional support for Jewish persons wishing to emigrate to Israel from the Soviet Union. but a warning to the Soviet Union that unless this inhumane practice ends. the Congress will be unwilling to legislate trade legislation that will help the Soviet Union gain access to U.S. goods. In conclusion. Mr. Speaker. I am hopeful that the Soviet Union will reconsider this illadvised practice and that people from all over the world will be able to emigrate freely to countries that welcome them.
