Mr. Speaker. as a nation we have strongly supporttd the right of all persons to emigrate from any country and are committed to the Universal Declaration of Human Rights of the United Nations. Repeatedly during this Congress we have protested the barriers against the emigration of Soviet Jews maintained and now worsened by the Soviet Government. Now. at a time when it appeared the Soviet prohibition against emigration had begun to relax. the Soviet Union has imposed exorbitant and arbitrary fees on those seeking to emigrate from the U.S.S.R.-fees that cannot possibly be met. This new policy which will shortly be ratified by the Supreme Soviet must receive our strongest condemnation. Moreover. we should make it clear to the Soviet Union that Congress attitude to.ward further improvements in our relations with the U.S.S.R. will be strongly influenced by continued Soviet violations of the Universal Declaration of Human Rights.
