Mr. Speaker. on September 19. it is expected that the Soviet Union will officially ratify its outrageous and inhuman policy of charging exit fees to those wishing to emigrate from the Soviet Union. The amount of the fee will depend on the education of those leaving and these fees may range from $2.000 to $5.000. This policy is clearly aimed at Soviet Jews who have found it necessary to flee their country in order to freely practice their religion. This is just one more obstacle in a series of barriers which have been raised against Soviet Jews wishing to leave their country.
