This. in effect. puts Americans in the position of buying the grain for the Soviets. This may have been a good financial move on the part of the Soviets. but one that is unconscionable for the United States to be a part of. I have written to the President urging him to take positive action in protest of the Soviet demands for ransom for Jews who wish to emigrate. Specifically. I urged him to instruct the Secretary of State to issue a formal protest to the Soviet Government expressing the deep concern of the American people and urging that the "tax" be rescinded immediately. and to instruct our permanent Representative to the United Nations to bring this situation before the Commission on Human Rights and the General Assembly.
