It is obvious that the Soviet economy is desperately in a need of a larger quantity of consumer and industrial goods. It is even more obvious that the Soviets face a constant problem with the agricultural sector of their economy. Over the years. they have had repeated shortages and they have been unable to develop the feed grain supplies they need to increase their meat consumption. Therefore. it is time that we act to limit these trade agreementsuntil the Soviets agree to religious freedom and to the freedom of emigration of all citizens. As a member of the House Ways and Means Committee. which has jurisdiction over most trade matters. I have been active in trade legislation.
