I want to pause In this discussion to present the case of one Soviet Jew who next week faces final action on his appeal to avoid being sentenced to a concentration camp in Russia. This was brought to my attention by Mark Katz. a young community leader in the 27th Congressional District of California. It all began for Vladimir Markman when he presented papers for exit visas to Israel in 1971. For almost a year and a half he was fighting with Soviet officials for his rights and the rights of other persons for free departure. On April 29. 1972. he was arrested.
