Mr. Speaker. I would like to remind my colleagues that a bipartisan group of Members will be participating in a special order today to explore the impact of the Soviet policy on exit fees for Jewish emigrants on the proposed expansion of SovietAmerican trade. On September 19. the Supreme Soviet will meet to ratify a schedule of fees. ranging from $5.000 to $37.000. for each Jewish person with a higher education who wants to go to Israel. I feel it is very important for the Soviet Union to know that their restrictive emigration policy will cause this Congress to extensively scrutinize any proposed SovietAmerican trade pacts. I urge all my colleagues to participate in this demonstration of the Congress concern.
