Mr. President. I reacted with sadness .his morning when I read in the New York Times that the Soviet Union has told the Soviet people about its new ransom policies concerning its own citizensits exploitative emigration taxes on persons who wish to leave the Soviet Union. As the press report points out. the Soviet citizens who will be affected primarily by these punitive emigration taxes are people of the Jewish faith. Mr. President. we have no right to deal with Russian citizens and the law of their land unless it reflects in some interest of ours or of the world and which the Soviet Union actions contravene.
