President. we would not want to take any action that might be viewed in Moscow as license for more religious persecution or for any more assaults on human dignity. There have been many eloquent pleas from Soviet Jews and from distinguished members of the world community. Including Jews and nonJews. for a loud international outcry against the exorbitant emigration fees. I am proud to join that outcry and to note that several other Senators have already done so. Silence at a time when the international community is being blackmailed and Soviet Jews are being held for ransom is tantamount to concession.
