Mr. Speaker. 2 days ago one of our colleagues reprinted the Labor Day statement of His Eminence. Patrick Cardinal OBoyle. endorsing the lettuce boycott. In speaking of the 2.500.000 migrant agricultural workers. Cardinal OBoyle stated: These workers. mainly MexicanAmericans. t Filipinos. and migrant blacks. are truly the forgotten people of the United States. They are not coveredindeed they have been deliberately excluded from coverageunder most of the social legislation enacted during the past 40odd years. Their wages and working conditions are pitifully below standard. and their housing. by and large. is totally inadequate. Moreover. until very recently. they have not been able to organize Into a union of their own choosing.
