And by establishing the exit fee schedule as a reimbursement for education the Soviet Government also destroys the incentive of its Jewish citizens to achieve higher education. Another disturbing feature of this new Soviet Government policy is that it may have been applied in order to obtain muchneeded hard currency. The Soviet Government may be proceeding on the assumption that the American Jewish community will pay a ransom fee to help Russian Jews emigrate to Israel. In light of Moscows dire need to expand its hard currency reserves to purchase Western goods. this possibility cannot be ignored. If in fact economic gain is a motive for this latest harassment of Jews. then the United States has an obligation to assure that this action results only in economic lossand not gain.
