Already the Soviets have made it known that they place MFN treatment high on their list of trade priorities in the current negotiations. Legislation granting such authority must be considered by the Senate Finance Committee. of which I am a member. I would hope that other Members of both Houses of the Congress are prepared to go on record. as I am doing today. in making clear our strong opposition to any trade legislation granting the Soviet Union better trade terms as long as the ransom decree is in effect. and as long as similar draconian measures are applied to restrict emigration of Soviet Jews. I am also prepared. in consultation with my colleagues. to explore other more immediate legislative means to deny the Soviet Union the trade terms it desires. I urge my colleagues to condemn the extortionist Soviet visa fees and to make clear their determination to link improved trade relations with this issue. There is still time to save Soviet Jewry. and I appeal to men of goodwill everywhere to raise their voices in loud protest against this latest injustice. and to pledge their efforts to its total elimination.
