I would say to the gentleman that the fact that he has called this to the attention of Congress. is certainly a worthy contribution. I am sure that the gentleman wants to legislate effectively. It is one thing to present an amendment to this assembly which is supposedly intended to accomplish something. and yet another to present an amendment that is not going to do any thing at all except to call attention to an issue. I would therefore suggest that the gentleman should bring this to the attention of the Ways and Means Committee and other appropriate committees. and perhaps that would cause this kind of legislation to be adopted. I would help the gentleman. because I believe he presents a real problem. but It should not be within the Immigration and Nationality Act.
