I thank the gentleman. and that is what I am attempting to do. to clarify it. Obviously. we are all in agreement that we should not pay these benefits to illegal aliens. and yet I repeat that under decisions in this agency and in this particular case. Mr. Dudley Hall. Associate Regional Commissioner for Assistance Payments. did notify my State that they would have to pay assistance. medical assistance. to all aliens. including those who were illegally in the United States. Of course. a State can. in its State plan. have a statement that they would intend not to include in their own State plan payment of these benefits. and at some point later if HEW approved it. we might find some relief. But right now this amendment is merely a statement of purpose that HEW shall tell Immigration what to do.
