Mr. Chairman. the gentleman has said that HEW refuses to pass this information on to another Government agency as to whether or not a person is an illegal alien. Well. the situation Is even worse than that because the Social Security Administration does not know whether an applicant is an illegal alien or not. they make absolutely no inquiry as to this. They take the position that the social security cards and social security benefits will be issued without regard to American citizenship. and they absolutely refuse to cooperate with other branches of the Government in trying to identify the problem. and find out who the illegal aliens are. I think the gentleman from Texas is doing a real service to this House. and to the country. by offering this amendment.
