If it is the same certification that the law already requires. and that it what would appear on the face of the amendment. then there is no purpose to the amendment. But I believe the interpretation which would be placed on our action is that we want something different from the present law. that one way or the other we want a lot of foreign laborers brought in to work in agriculture in the United States. I do not believe we want to give that impression to the Justice Department or to the Immigration Service or to the Department of Labor. It would be very grave step backward if we were not to return even part way to those days and quit trying to work out our problems with our own domestic labor force.
