Mr. Chairman. I rise in support of H.R. 16188. a bill to provide civil penalties for those who knowingly hire aliens who have not been lawfully admitted to the United States. Mr. Chairman. several leaders of organized labor in the 14th Congressional District of New Jersey have come to see me to complain about certain unscrupulous employers who hire illegal aliens. At a time of persistent unemployment in my State. New Jersey. which has an unemployment rate of over 7 percent and in my own Hudson County. a jurisdiction with persistently high unemployment. this practice is particularly unfortunate. Their complaints are valid. and I am happy that we are taking action to correct this situation.
