It is a human problem that must be handled humanely and with prudence and justice. The bill before you is prudent and just. Those unwanted must be forced to leave. but brute force must be tempered with equity. We treat employers of those illegal entrants fairly. The Immigration Service has done well in apprehending and causing to go hence aliens who are here illegally. In the fiscal year 1972 over 500.000 deportable aliens were located and were deported. Yet the presence of so many more of those ineligible to stay offers serious problems. Probably between 1 to 2 million are here without legal basis.
