Mr. Speaker. I support any reasonable and proper efforts to stop the influx of Illegal aliens. But I am very fearful that. notwithstanding the good intentions of the committee. this bill is fraught with many dangers which are not intended. No matter what Is said about it. no matter what Is written into the committee reportthe fact remains that if this bill is enacted into law many employers will thereafter refuse to employ deserving MexicanAmericans who are strangers to them. They will not want to take the risks that are involved. Once it is made unlawful to hire illegal aliens. prospective employers will naturally be very hesitant about giving jobs to people under conditions which conceivably could be frowned upon by the Attorney Generalwith or without good reason. Mr. Speaker. it will be recalled that our socalled "wetback" problem on the Rio Grande was practically nonexistent during the time we had an international agreement with the Republic of Mexico under which Mexican aliens were admitted to this country to work under a written contract approved by our Government.
