Speaker. I rise to commend my distinguished colleague from Pennsylvania. Congressman EILBERG. for taking the lead in introducing legislation with reference to emigration of the Soviet Jews. A few weeks ago the Soviet Union put a price on the head of every educated Russian Jew who wants to emigrate to Israel. According to Soviet authorities. a schedule of fees for the emigration of Jews from. the Soviet Union. ranging from $5.000 to $37.000 depending on the Prospective emigrants level of education went into effect on August 14. * The old general fee was about $1.000 per emigrant. and the drastically increased fees. which were recently announced. make emigration nearly impossible for an entire category of Soviet Jews. The Soviet action in raising exit fees is deplorable and can 6nly be regarded as extortion. As the WashingtonPost commented editorially on August 22: It is bad enough that the Soviet Union makes emigration so difficult for those of its citizens who choose to leave. It is doubly reprehensible that the nation professing to be an enlightened great power could engage in the Sordid practice of selling human beings. . Mr.
