President Nixon has statedand we find this in the printed hearing records of our Rural Development Subcommitteethat approximately half of the unemployment and underemployment iq in rural America. and approximately half of those below the poverty level live in rural America. In his recent message to Congress on rural development. the President said: Dramatic disparities exist between metropolitan and rural areas in such indices as per capita income. housing standards. educational attainment and access to medical care. He noted. also. that Government services cost more per person in thinly settled area. and that State and local governments are frequently "too impoverished or too fragmented to undertake the necessary planning and development activities." The chairman of our Senate Agriculure Committee. the distinguished Senator from Georgia . has statedand this is in the hearing recordthat migration from rural to urban areas is comparable to the movement of 22 million immigrants to our shores between 1890 and 1930. The distinguished senior Senator from Georgia has further stated that the balanceofpayments problem between rural and urban America is far greater than that between our Nation and foreign countries. pointing out that rural people pay millions of dollars of interest to people in the cities and spend millions more on education of children who go to live in the cities. Senator TALMADGE quotes the Veterans Administration to the effect that 108 of the 159 counties of his State of Georgia are creditshortage areas where veterans have great difficulty getting home loans.
