Mr. President. Governor Rockefeller. of New York. earlier this week raised. then quickly dashed hope for a breakthrough in the Soviet Unions policy toward Jews who seek exit visas to emigrate to Israel. The Governor was widely quoted in news reports from Israel to the effect that the President had secured an agreement from the Soviet leadership to permit 35.000 Soviet Jews to emigrate every year. Upon his return to the United States. the Governor quickly corrected his earlier statementleaving only some vague reference to the fact that the President had raised this issue during his visit to the Soviet Union earlier in the year. This corrected version of Governor Rockefellers understanding of the situation is more directly in keeping with the communique issued after the Moscow meetings.
