It is uncontrollable and uncontrolled because the Congress has let the State Department fritter away our resources by giving more than $150 billion away in direct foreign aid with very little oversight or limitation. That this $2.13 billion figure only shows part of the picture is best indicated by a brief recitation of the numerous foreign aid spigots which pour out our taxpayers money in more than two dozen ways.
