In an effort to keep this policy from coming apart at the seams for all to see. President Nixon has escalated the bombing policy of the North. The failure of this bombing policy has been apparent throughout the past 7 years. and it is glaringly apparent now. It has not broken the will of the North Vietnamese. but it has yielded untold death. destruction. and refugees. Under President Nixon. the air war has more than escalated. it has skyrocketed. with more bomb tonnage being dropped during 1969. 1970. and 1971 than in the previous years of the war. The underlying policy in Vietnam has not changed. and this administration has no intention of changing it.
