Session #92 · 1971–73

Speech #920265754

The committee. headed by former Supreme Court Justice Tom Clark. reported in October of 1969 that treaties dealing with the rights of individuals in their own countries are legitimate matters of international concern. Justice Clark emphasized that one of the basic purposes of the U.N. Charter is the promotion of universal human rights. Furthermore. theSenate. itself. has given its advice and consent for U.S. accession to the Protocol on Refugees and the Supplemental Slavery Convention. The Genocide Convention will not be the first treaty dealing with human rights which -the Senate has ratified. I ask the Senate to consider this point and ratify the treaty without further delay.
