We would expect that the question of Soviet Jews would be raised firmly in trade negotiations with the understanding that the resolution of this issue will improve relations between our countries and remove an obstacle to expanded trade and commercial relations. If. however. no improvement in the situation is apparent in the near future. it will be necessary to impose restrictions on export trade to the U.S.S.R. There is precedent for this in the actions of the Congress in the cases of Rhodesia and South Africa. If there is no significant increase in emigration in the next year. I will personally introduce a measure limiting trade with the Soviet Union.
