About $50 million of the funds I am seeking here will be provided for nonschoolfood programs. which are primarily those which serve children in preschool and summer recreation programs. A part of these funds will be made available to the headstart programs. to fulfill the commitment to support nutritional services in these preschool programs. Smaller amounts would be directed to summer programs for migrant children. whose summers do not coincide with those of urban children. and to be sure that programs do not collapse because of lack of support from other programs. such as the Elementary and Secondary Education Act and the JohnsonOMalley Indian education program. when and if those are withdrawn.
