The Emergency Community Facilities and Public Investment Act was drafted and adopted by the Banking and Currency Committee not only in recognition of the fiscal exhaustion confronting our cities. but also in recognition that this problem will be compounded at an accelerating rate in the years ahead unless the aid provided by this legislation is made available. The fact of the matter is that our cities are being abandoned by their middle and upper class residentsabandoned by their most prosperous and largest industries. We have been witnessing a massive flight to the suburbs that has left the cities with an everdiminishing tax base with which to provide services and facilities for those left behind and least able to provide for themselvesthe low- and moderateincome familiesthe millions of poor migrants from rural America. While a nation of suburbanites has been watching moon rocket trips costing billions of dollars. our cities have been dying for lack of financial support. But the problem is catching up with the suburbs. too.
