I am reassured that the Vietnamese are looking closely at these problems and developing sound means of resolving them. However. as has always been the case a shortage of money and trained personnel is blocking progress. For several years. the ministry has received less than 1 percent of the national budget and most of this money has been directed toward refugees. Since the children have not had a spokesman. their plight has been neglected for years and top priority has been given to the massive refugee problem. Now that the Ministry is prepared to direct its limited staff to confront these problems. it is absolutely essential that the United States make a clear commitment to assist them. Mr.
