They joined unions. cooperatives and civic groups wherever they could to try to strengthen social. cultural. and economic ties with the general community. Just for being of Japanese extraction. and for being more industrious than others. however. they were also subjected to discrimination. As early as 1910. in the Hood River area where Japanese immigrant farmers had made the most progress. fear of Japanese economic growth caused the formation of the Oriental Exclusion League. The contribution to American industry by these immigrants was looked on with suspicion and fear. Propaganda against the Japanese seemed to peak around 1918. In 1921.
