Mr. President. that this amendment for the restoration of $50 million. even recognizing some of the extraordinary needs we have here in this country. is completely in the tradition of U.S. humanitarian concern for the hundreds. thousands. and millions of homeless refugees. who have suffered so much and who are now attempting to restore their lives and wellbeing. and represents a strong arm of friendship to those people. to help them to help themselves.
