The stagnation for which the sanctions policy is responsible shows up in the serious deterioration of the railway system. the disIntegration of the flying equipment of the air service and the breakdowns in farm machinery. Unemployment is growing. especially among the black population. While a surplus of unskilled labor exists. Rhodesia needs skilled workers. and sanctions have made it impossible for the government to advertise openly for skilled labor emigrants. There also are the problems of inflation and. even more serious. shortages of foreign currency. Southern Rhodesias foreign currency problem undoubtedly represents the greatest successes of the sanctions policy.
