Yet. we have been unable to persuade the USIA of the urgency of this request. Soviet Jews are in need of every type of assistance we can give them as they struggle to maintain their religious and cultural identities. The bill we are now considering would provide assistance in the resettlement of those Soviet Jews who are granted permission to emigrate and who choose to settle in Israel. But what of the 3 million Soviet Jews who have not been granted permission to leave a country which is stifling them. and which is denying them basic rights? What of the 3 million Soviet Jews who are desperately in need of some sign of hope. of a sign that Americans are aware of the severity of their situation?
