Mr. Chairman. I am gratified that my colleagues on the Foreign Affairs Committee have recognized the justification and need for the $85 million in special Soviet Jewish refugee assistance I proposed. and that it is included in this legislation. And I am hopeful that the full House will similarly support this legislation. Its passage by the House will provide a constructive and concrete means of relief for Soviet Jewry and for Israel. It is a fitting followup to efforts by many of us over the years to bring pressure to bear upon the Soviet Union to release these brave peoplepressure which has now resulted in their release in increasing numbers. I therefore urge the House to vote for this legislation. as I intend to do. and there continue and enhance the proud tradition of concern on the part of the Congress and the American people for refugees and oppressed peoples everywhere.
