Mr. Chairman. I am pleased to note the provision in this bill for aid to help resettle Soviet Jews who are emigrating to Israel. These people. after considerable delay and harassment in obtaining exit visas from the Soviet Union. usually are divested of what funds they have when they depart. consequently. they arrive in Israel without funds. placing a strain on the Israeli economy in addition to the great burden of providing for its defense against hostile neighbors. As our Nation and its people press for the right of these people to emigrate to Israel. so must we do what we can to facilitate their settlement once they are able to get there. I congratulate the Committee on Foreign Affairs for having the wisdom to include this item in the bill. and I urge my colleagues to give it their full support.
