I have discussed this legislation with some of the outstanding spokesmen for the MexicanAmerican community. I have discussed it. for example. with Cesar Chavez and other officials of the United Farm Workers. They agree. that the illegal alien has been at one and the same time the victim and the tool of exploitive employers who would like nothing better than to end once and for all efforts to bring decent wages and working conditions to agriculture. And Cesar Chavez has indicated to me that he supports section 214 of H.R. 7130. The Subcommittee on Immigration of the House Judiciary Committee. under the very able leadership of the distinguished gentleman from New Jersey has also grappled with this problemin greater detail and at greater length than has the Education and Labor Committee. And Mr. RODINOS subcommittee has emerged with an excellent bill. H.R. 14831. which would amend the Immigration and Nationality Act to the same end that section 214 would amend FLSA. Section 14 of Mr. RODINOS subcommittee bill differs in detail from section 214 of H.R. 7130. but not in objective. and not in its effect. Mr. Roios bill in addition to making some conforming amendments in the Immigration Code. would also make illegal the knowing employment of an illegal alien. Unlike my section. Mr.
