Without the assistance of his organization. many newly arrived Soviet professionals would find the problems of adjustment to life in Israel seemingly insurmountable. I note that the legislation adopted by the Foreign Relations Committee provides that the Secretary shall provide these funds to foreign governments "under terms and conditions he considers appropriate." CXVIII963Part 12 The Secretary. and the Department of State. therefore. will make all final decisions on the best use of this money. But in my view Department officials may find that the most efficient way to help the newly arrived Soviet Jews may be to make use of nongovernmental organizations which are trying to meet the special needs of the new immigrants. Since the U.S. legislation does not rule this out. I certainly hope that this possibility will be given careful study. As the number of immigrants increases. the financial pressure on these organizations becomes severe. Mr. President. at this point I request unanimous consent that an April 16. .1972. article in the New York Times magazine entitled "The Russian Jews Wonder Whether Israel Is Really Ready for Them" be printed in the RECORD.
