Mr. President. I support section 101(b) of the foreign aid authorization bill which authorizes the expenditures of up to $85 million to Israel or another suitable country to assist in the resettlement of Soviet Jews or other similar refugees in that country. This support demonstrates that the plight of ordinary human beings may still have some claim on our Nations foreign policy. Last January I visited Israel and had occasion to visit with many Soviet professionalsdoctors. dentists. engineerswho had left the U.S.S.R. to make a new home in Israel. I was impressed with the courage of these people. their willingness to sacrifice. their determination to make a better life for themselves and others.
