Senator Aiken. Senator AMEN. I have only two or three questions. Mr. Secretary. I am not going to base those questions on conditions which existed in the war between the states in 1861 to 65 because I dont recall a few hundred thousand Southerners had been butchered in the North previous to the invasion of the South. So my question first is. President Eisenhower directed many of our ships to move refugees from North Viet Nam to South Viet Nam in 1954. I believe. Approximately 900.000 people were moved. What was the reason that President Eisenhower took. well. say. advantage of this situation to move all of those people out of North Viet Nam?
