If anything should be clear by now. it is that North Vietnam. after 20 years of fighting30 years. if one goes all the way back to the origins of this waris not going to give up those prisoners until we are willing to give up the war. It is as plain as that. And the same experience has been written large in all previous wars. I commend the Senator for his address. and especially do I commend him for the way he has pointed up to the Senate and to the country the terrible tragedy that has befallen so many innocent civilians in Vietnam. the countless refugees that our bombing has generated. He has spoken up for them. as well as for our own soldiers in the field and American prisoners of war who have been incarcerated so long in North Vietnam.
