Mr. Speaker. today the Congress voted upon a measure urging the President to take immediate action to permit the free expression of ideas and the exercise of religion by all the citizens of the Soviet Union in accordance with the Soviet Constitution. to utilize formal and informal contacts with Soviet officials in an effort to secure an end to discrimination against religious minorities. to demand of the Soviet Government that it permit its citizens the right to emigrate from the Soviet Union to the countries of their choice as affirmed by the United Nations Declaration of Human Rights. and to call upon the State Department to raise in the General Assembly of the United Nations the issue of the Soviet Unions transgression of the Declaration of Human Rights. I voted for this resolution. part of which was a concept which I initiatedthe right to emigrate as a basic human right. The Womens Association for the Defense of Four Freedoms for Ukraine. Inc. wrote to me including a statement by the association in protest against the recent arrests of Ukraine intellectuals.
