I understand that. as a result of the increased pressure of world public opinion. the Soviet Union in recent weeks has granted exit visas in large numbers and without too much difficulty. Approximately ten plane. loads of immigrants arrive weekly in Vienna. Austria. enroute to Israel or other destinations around the world. Certainly this Is an encouraging sign but these same immigrants who have already been released warn that such beneficence may be cut off at any time. In the words of one immigrant. "what tomorrow may bringnobody is ready to predict." For this reason. Mr. President.
