Specifically. it expresses the sense of Congress that the President of the United States shall take these four steps: First. Urge the Soviet Government to permit the free expression of ideas and the exercise of religion by all its citizens in accordance with the Soviet constitution. Second. Utilize formal and informal contacts with Soviet officials in an effort to secure an end to discrimination against religious minorities. Third. Demand that the Soviet Government let its citizens emigrate. to the countries of their choice. and Fourth. Raise in the United Nations General Assembly the issue of the Soviet Unions transgression of the U.N. Dec12.949 laration of Human Rights. particularly against Soviet Jews and other minorities.
