President Nixon called upon all Americans to join in observing the year "through deeds and words which promote a spirit of brotherhood and of mutual respect among all peoples". It is in keeping with this spirit enunciated by the President that I would like to lend my wholehearted support to House Resolution 394 regarding persecution of Jews and other minorities in the Soviet Union. House Resolution 394 declares it to be the sense of Congress that the President urge the Soviet Union to permit free expression of ideas. and discrimination against religious minorities and allow Soviet citizens the right to emigrate. The State Department is called upon to raise in the General Assembly of the United Nations the issue of the U.S.S.R.s transgression of the Declaration of Human Rights. I feel that the Presidents visit to Moscow next month would be a most opportune time to discuss the problem of Soviet Jews The government of the U.S.S.R. is sensitive about what world opinion thinks of its treatment of Jews and other minorities.
