We must call upon the Soviet Government to permit the free expression of ideas and the freedom of religion that is now missing. The President must use all channels open to him. formal and informal. to press for the end of discrimination against Soviet Jews. On his forthcoming trip to Moscow. I hope the President will press the Soviet Government to permit its citizens to emigrate to the country of their choice. as endorsed by the United Nations Declaration of Human Rights. Furthermore. the President and the U.S. Ambassador to the United Nations should raise the question of Soviet abridgement of these basic rights in the General Assembly.
