In this past Saturdays Washington Post. an article appeared concerning a leading dancer with Leningrads Kirov Ballet. The dancer. Valery Penov. was dismissed for trying to emigrate to Israel. The right to emigrate. the right to worship. the right to hold private views and freedom of assembly are basic human CXVIII---816Part in rights that are deprived citizens of the Soviet Union. I urge that the President take this resolution as a mandate to raise this issue during his talks with the Russian leaders at the May summit meeting. Today we are approaching an era of detente. however. those who feel that differences between our two great nations should be submerged in the search for detente are wrong.
